Our archive section has exceeded 100mb, and along with the new photo archives from "Pictures from the Past," we decided to move the archives to another server to keep the main server "lean" to load faster for readers. We did not plan on the Pictures in the Past archive section taking up so much space. We have three separate servers in order to provide a fast "download." The search feature is also being reconfigured. We hope to have the Archive section up and running by the end of this week. It requires a complete "link" reconfiguration. We are "up! Streamlined Sales Tax Presentation Rescheduled Streamlined Sales Tax presentations during the Fiscal Chairs meeting of the National Conference of State Legislatures (NCSL) at the Hyatt Capitol Hill in Washington, D.C. have been rescheduled to reach a broader audience. Originally planned to begin late Friday, legislators serving on tax committees will now join with a broader assembly of state legislators for a presentation on the Streamlined Sales Tax Project (SSTP) from 9:30 AM - 11 AM on Friday, December 13. Telecommunications issues associated with SSTP will be the sole topic during the afternoon session of Fiscal Chairs commencing at 2 PM. Staff does not expect SSTP to be on the formal agenda for Saturday. A written agenda for the Fiscal Chairs meeting will not be distributed until Friday. New Navy destroyer arrives in San Diego (Dashiell
Menkin,E2, Electrician/Diver/ EARNIE GRAFTON / San Diego Union-Tribune Sailors pull on a line to secure their ship, the destroyer Preble, to a pier at the 32nd Street Naval Station for the first time. The destroyer, recently commissioned in Boston, sailed into its new home port of San Diego Wednesday. Navy's newest destroyer, named after a legendary officer who launched daring raids against Tripoli harbor in the early 1800s, sailed into its new home port of San Diego Wednesday. The Preble is the fourth newly commissioned destroyer to be stationed in San Diego since May 2001. ( Commissioned November 9, Boston, Massachusetts.) The ship and its crew of nearly three dozen officers and 348 enlisted personnel were greeted by friends and family members. The Preble arrived from Boston, where it was commissioned on Nov. 9., with a large red, white and blue lei draped across the bow. As is standard for new ships, the ship likely will be homebound for a year or so before any deployments so it can be broken in, said Navy journalist 2nd class Jason Heavner. The ship, the 38th in the Arleigh Burke destroyer class, is 511 feet long. The Navy calls it "one of the most powerful surface warships ever put to sea." It is the sixth American vessel named after Commodore Edward Preble, and the second destroyer to carry the name Preble. The previous Preble was a Farragut-class destroyer launched in June 1975 and decommissioned in 1991. Born in Falmouth, Maine, on Aug. 15, 1761, Preble ran away to sea when he was 16, joining the crew of a privateer. Two years later, he became a midshipman on the frigate Protector and fought two engagements before being captured in 1781. The following year, after his release, he became first lieutenant on the cruiser Winthrop, enhancing his reputation for bravery by leading a boarding party in the capture of a British brig anchored at Castine, Maine, escaping under shore fire. Preble was commissioned a captain in the Navy in June 1799, taking command of the Essex, a frigate that sailed from New York in January 1800 to protect American ships engaged in China and Eastern trade. During that voyage, Preble became the first naval officer to fly the American flag east of the Cape of Good Hope. In 1803, with the USS Constitution as his flagship, Preble sailed against the Barbary pirates as commodore of a seven- ship squadron. He established a peace treaty with the Emperor of Morocco in October of that year, then set up a blockade of the harbor of Tripoli. Not satisfied with maintaining a static blockade, he launched a series of daring raids against the harbor, causing severe damage and inflicting heavy casualties - "a direct result of strenuous training and bold thinking," the Navy says. He returned to the United States in 1804 to supervise the construction of gunboats and died on Aug. 25, 1807. _____________________________________________________________
Gap widens in computer use between rich, poor Verne Kopytoff, San Francisco Chronicle Staff Writer San Francisco Bay Area residents are increasingly logging on to the Internet, although the gap in use between high- and lower-income groups is widening, according to a new survey. The annual Bay Area Poll, commissioned by the Bay Area Council business group, underscores the persistence of the so-called digital divide. But the survey also paints a picture of a region that has embraced technology more than many other areas of the country. Among the findings is that nearly 75 percent of all local residents use the Internet at least once a week, up 3 percent from last year. Nationally, the average is around 60 percent. Bay Area residents with annual household incomes of more 5 percent from last year. than $80,000 led the online charge. Their rate of adoption surged to 90 percent, up But Internet use in lower-income households grew more slowly, according to the survey. Nearly 58 percent of residents with household incomes of less than $40,000 said they used the Internet, up only 2 percent from the previous year. The digital divide becomes even more glaring when computer use is considered. Computer adoption actually declined 3 percent for lower-income residents to 65 percent, according to the survey. However, the rate for higher- income residents surged 5 percent to 92 percent. For years, educators and economists have worried about the poor being left behind in the Internet revolut ion. They say that the online have-nots are more likely to fall behind in school and therefore be unqualified for higher paying jobs. "It is troublesome to us that that digital divide is widening," said Sunne Wright McPeak, chief executive for the Bay Area Council. "What that suggests is a hardening of adoption in the poorer neighborhoods that is going to require a strong public policy to break through the barriers." The Bay Area Poll, released today, is derived from 600 telephone interviews across an array of topics with a representative sample of Bay Area residents. The margin of error is plus or minus 4 percent. For the first time, residents were asked whether they access the Internet on dial-up or high-speed connections. The responses showed a relatively high percentage of the public using broadband compared with national averages. Among Internet users, 43 percent said they have high-speed connections at home through cable or DSL lines. Fifty-three percent said they had regular telephone modem connections. Nationally, the breakdown is around 28 percent for broadband and 71 percent for dial-up connections, according to NetRatings, a market research firm. The most popular use for the Internet, the survey found, was reading reference materials, journals or databases. Second place went to accessing online news, followed by travel and weather information in third place. The mean time spent online at home and work for online users was 11.46 hours, according to the survey. Results for all questions will be available Wednesday on the Bay Area Council Web site at www.bayareacouncil.org.
